  STEP 22. Bring your needle back through the gathered ribbon as shown in Step 2. and then pull the thread to gather the ribbon. This is how the fourth gathered petal looks. From now on you will be attaching each new petal to the gathered petal below it. You will want to make your stitches through folds in the gathered ribbon that are uppermost, so that the thread is hidden and less likely to show as you look at the rose.
